Runway models, photographers and stylists in Milan went on a one day strike recently to protest against unfair practices by some modeling agencies. Unlike other cities the industry is unregulated and there are no rules or standard business practices. Foreign agencies and fashion show producers routinely take advantage of the uncontrolled environment Milan's nine major modeling agencies took part in the work action. They want visiting models at the very least to require work visas and all modeling agencies to be registered. The situation is dire. In the 1980's the modeling business was thriving but now it is struggling to survive.

U.S., Vietnam Sign WTO Accession Agreement
Deputy U.S. Trade Representative Karan Bhatia and Vietnamese Deputy Minister of Trade Luong Van Tu formally signed a bilateral market access agreement that is required as part of Vietnam’s bid to join the WTO. The agreement, which will be fully implemented upon Vietnam’s accession, is expected to create significant new opportunities for U.S. producers and exporters of industrial and agricultural goods as well as U.S. service providers. According to the USTR, over 94% of U.S. exports of manufactured goods will face duties of 15% or less upon implementation of the agreement. Vietnam’s tariff commitments include membership in the Information Technology Agreement, which provides for duty-free entry of IT products such as computers and semiconductors, as well as zero duties on aircraft. Approximately 75% of U.S. agricultural exports to Vietnam will face bound tariff rates of 15% or less. U.S service providers will benefit from more open access in the areas of telecommunications, distribution, financial and energy services.

WTO’s Lamy Calls for End of June Meetings to Reach Agreement on Modalities
WTO Director-General Pascal Lamy has called for informal meetings with trade ministers the week of June 26. Some believe this could be a final attempt to conclude a Doha Round deal on modalities in agriculture and non-agricultural market access. The chairmen of those two negotiating groups are scheduled to submit draft modalities texts by June 19, which will serve as the basis for the negotiations. However, both officials have said they will not be able to reach that point unless negotiators are able to break their stalemate on key issues in the next few weeks.

Democrats Outline Concerns on U.S.-Korea FTA
Members of the House Democratic leadership joined senior Democrats from the Ways and Means Committee and the New Democrat Coalition in writing a letter to President Bush, in which they outlined key points of concern with the potential U.S.-Korea free trade agreement. The letter urged the Office of the U.S. Trade Representative to use a “fresh approach” in a number of areas to reduce or eliminate obstacles faced by U.S. exporters. Specifically, Democrats urged the USTR to: require Korea to provide measurable and meaningful market access for the U.S. automotive sector before any additional access to the U.S. auto market is triggered; find effective solutions to the many obstacles faced by the U.S. manufacturing and service sectors; and create opportunities for U.S. agricultural exports by requiring Korea to reduce its agricultural tariffs. The first round of formal talks between the U.S. and Korea is scheduled for the week of June 5.

Henry Paulson Named as New Treasury Secretary, Portman and Basham Confirmed President Bush named Henry Paulson to be the new Treasury secretary following John Snow’s resignation. Paulson currently serves as chairman and CEO of The Goldman Sachs Group Inc. He also serves as chairman of the Financial Services Forum. Prior to joining Goldman Sachs in 1974, Paulson was an associate director for the Domestic Policy Council at the White House. The Senate recently confirmed the nominations of former USTR Rob Portman to be director of the Office of Management and Budget and Secret Service chief Ralph Basham to be commissioner of U.S. Customs and Border Protection.

Doha Round Deadline Looms as U.S., EU Trade Blame
Midway through six weeks of intensive talks in Geneva, there appears to have been little movement on the core Doha Round issues of agriculture and non-agricultural market access. After negotiators missed an end of April deadline for reaching agreement on the figures and formulas for increasing market access and reducing subsidies, WTO officials said they would closely engage delegations with the hope of reaching a framework deal by mid- to late June. Most observers believe that if this deadline is not met, negotiators will be unable to conclude a final agreement by the end of this year.

House Committee Approves New Trade Aid Initiative

CITA Makes First Affirmative DR-CAFTA Short Supply Determination
The Committee for the Implementation of Textile Agreements has determined under DR-CAFTA that certain 100% cotton napped flannel fabrics of three- or four-thread twill, classified under HTSUS 5208.43.00, cannot be supplied by the U.S. industry in commercial quantities in a timely manner. As a result, CITA has designated not knit shirts, blouses and dressing gowns, classified under HTSUS 6205.20.20, 6206.30.30, 6207.91 and 6208.91, made in El Salvador from the subject fabric as eligible for quota-free and duty-free treatment under the DR-CAFTA textile and apparel short supply provisions.
